Carolyn C. Tinsley MHA, MMA
Executive Vice President and Chief Operating Officer

Ms. Tinsley’s 25 years of health care experience includes clinical work, hospital and physician group administration and insurance including fully insured and self-funded plans. She has been working in medical management and managed care for the past 13 years and oversaw all aspects of full risk business for a 150 physician group including provider contracting, claims administration and medical management. She is responsible for both executive and operational oversight of ACM, and led the organization through its initial URAC accreditation.

Ms. Tinsley holds a Bachelor of Science degree in Nuclear Medicine and a Master’s degree in Health Administration, both from Indiana University. She also holds the designations of Certified Nuclear Medicine Technologist (CNMT) and Medical Management Associate (MMA).



Debra A. Smith DO, MIHM, MBA, FACPM, FAOCOPM
Chief Medical Officer

Dr. Smith's 17 years of medical experience includes clinical work in the U.S. and abroad in emergency medicine, occupational medicine and general practice. She has worked with various international agencies in the areas of health systems reform and financing, as well as health care planning and development. Her administrative experience also includes insurance and industrial medicine.

Dr. Smith has a doctorate degree in Osteopathic Medicine from Nova Southeastern University and Masters degrees in International Health Management and Business Administration from Thunderbird School of Global Management. She completed her residency training in Public Health at Emory University School of Medicine and the Centers for Disease Control and Prevention.



Denise Buckland RN, BSN
Director, Utilization Management

Ms. Buckland has over 17 years of health care experience. She has a variety of work experience across the continuum of providers and payors, including two Fortune 100 companies. Her work experience includes acute care nursing, medical record auditing, quality assurance, government contract implementation, market research and medical management including utilization review/discharge planning, and case management.

Ms. Buckland is a Registered Nurse and earned her Bachelor of Science degree from Purdue University. At ACM, Ms. Buckland is the Director of Utilization Management.



Andrew R. Tibbets
Vice President Marketing and Business Development

Mr. Tibbets has over 16 years of health care experience working with providers, insurers and vendors. His experience in both the fully insured and self-insured marketplaces includes both Director and Vice President roles in contracting and network development, physician recruitment, consulting and medical management sales. He oversees the sales, product development and client support for all products and services at ACM.

Mr. Tibbets holds a Bachelor of Science degree in Economics and a Bachelor of Arts degree in Education from Indiana University.
